As the principal, my mission is to serve the needs of the students by providing a learning education that foster commitment to excellence in education where they can acquire adept ability that will make them adaptive with the fast changing needs of the industry.

OVERVIEW OF THE DEPARTMENT

MISSION

With a very strong general education program and professional core subjects, the School of Midwifery is committed to produce midwives competent in performing her expanded roles in addressing the basic health service needs of mothers and their children, including the high-risk groups in Quezon Province, in the region and in the global scenario.

VISION

The College of Midwifery envisions itself as a center of excellence in midwifery education and practice through a relevant and responsive midwifery program.

OBJECTIVES

IN light of the MISSION/ VISION of CEFI, the midwifery program aims to:
    1. Respond to the needs of the global community by addressing the basic health services extended to the girl-child, the adolescent, and the adult woman in the course of pregnancy.
    2. Produce midwives who shall have up-to-date knowledge, skills and appropriate attitude necessary to render midwifery services with competence, commitment and compassion.
    3. Rekindle their passion for community works and develop their intellectual capacity through case-finding of high-risk clients as part of research enthusiasm.

In the core of the symbol lies the image of the Madonna and Child. Madonna per se means “My Lady” referring to the Holy Virgin Mary depicting a caring nature of a mother to her child, all encompassing a midwife’s attributes of love for humanity, unselfish service with faith and dignity, thus providing the maximum health and safety to every expectant mothers and their babies.

In addition, the outstretched hands symbolize caring, giving, and nurturing the community she serves towards a safe and healthy outcome from delivering care. She is guided further by the competence and skills learned from midwifery theories of knowledge and experiences acquired from the institution that molds her into a fulfilled midwife since its foundation year, 1973.. In the midwifery profession, these values are deeply internalized to instill in the students a caring compassionate attitude. Moreover, the hands enclosed denote the expanded roles.

The midwife is expected to perform as reflected in the new midwifery curriculum which significantly is borne underneath by the laurel leaves for wisdom in all her actions.

On the other aspect of the logo are the implications of colors; white for purity of intention to deliver her duties in a clean and aseptic environment; blue for hope of another being come to life guided by her competent and skillful hands.

CURRICULUM (for editing/ UPDATING TO BACHELOR)

The Revised Philippine Midwifery Curriculum is a competency-based, primary health care focused and community-responsive curriculum which rightfully integrates itself into the CHED promulgated Associate in Health Science Education (AHSE). Today, the curriculum tries to respond to globalization and technological challenges by updating itself through adoption of the new BSM curriculum as designed by APSOM in accordance with CHED memo # 33 for its implementation in 2009. A holder of Diploma in Midwifery is eligible for admission to the Bachelor of Science in Midwifery (BSM).

The Diploma in Midwifery program consists of general education, core and professional courses, totaling 118 units with 1,275 hours of clinical practicum (RLE). The Bachelor of Science in Midwifery consists of 188 units of general education, core and professional courses with a total of 2,346 hours clinical practicum.

CORE COMPETENCIES for GRADUATE in MIDWIFERY program:

  • Reproductive Health Services primarily Maternal and Child Care
  • Early detection of deviations and complications
  • Health Education and counseling (women, family, community, parenthood and parenting)
  • Provision of emergency care and measures
  • Provision of primary health care supervision (prevention, health promotion and maintenance)
  • Referral system

CORE COMPETENCIES in B.S. in MIDWIFERY Program:

  • Provision, care and advice to women with HIGH-RISKS pregnancy in the absence of a specialist
  • Correct interpretation of diagnostic examinations related to midwifery care and act accordingly.
  • Execution of life-saving OB management during emergency cases.
  • Assist in ceasarian section procedure as a scrub/ circulating assistant.
  • Provide post C/S care
  • Provision of basic and comprehensive FP services
  • Administer appropriate drugs according to proper protocol.
  • Manage a Midwifery Educational Program and Reproductive Health Care Facility/ Program
  • Conduct classes in Midwifery courses
  • Prepare a project/ research proposal

HISTORY OF THE DEPARTMENT

   THE CALAYAN EDUCATIONAL FOUNDATION, INC., formerly, The Medical Center Lucena Educational, Inc. is a private non-sectarian co-educational institution of higher learning. It is the pioneer in the field of Midwifery in the province of Quezon. The main concern of this institution is to bring the benefits of quality education to Lucena City, its neighboring towns as well as the far-flung areas  of the province. This has been made possible through the efforts and dynamic leadership of the board of trustees and its founders, Drs. Emeterio and Josefina Calayan.

The school of Midwifery was established in 1973 along with other health allied courses like medical secretary (MEDSEC), health aide program and the prestigious nursing course a year after.

The MCLEI then, has started with only two structures, the main or annex as it is presently called, which served as the administrative office located on its ground floor and the upper three storey were the students’ dormitory. The other one housed the classroom, the midwifery laboratory and the office of the principal.

The department started with an enormous student population coming from middle to rich-income families mostly residing in rural areas of Quezon  and Marinduque districts. The educational managers wished that the institution be the venue for these youth to develop their human civic and economic potentials so that they may be useful to themselves and to the community they serve.

Because 0f the global competencies in the 2010th century, the Midwifery education responds by rationalizing its curriculum in order to maintain relevant health services both locally and internationally. In this way, students will be prepared for higher level midwifery competencies. Today, in addition to diploma program, the Institution is now offering the Bachelor of Science in Midwifery, which is a four-year professional course
