OBJECTIVES

The CEFI-ETEEAP aims to:

  1. Provide a highly systematic and credible mechanism for accreditation and equivalency of prior learnings in line with government policies, standards and guidelines.
  2. Increase accessibility of higher education to deserving individuals.
  3. Establish strong linkage with the industry through enhanced participation of industry experts in the assessment process.

OVERVIEW OF THE DEPARTMENT

What is ETEEAP?

It is the acronym for Expanded Tertiary Education Equivalency and Accreditation Program, an alternative learning program for working professionals, who were unable to avail of, or finish their college education. Thru this program, a qualified applicant may be awarded a bachelor’s degree without going through the formal process of college education.

ETEEAP uses a valid and reliable evaluation that determines equivalency and accreditation for credits of qualified applicant’s prior learning/ work on life experiences related to a college degree.

It uses a reliable assessment framework that evaluates the knowledge and skills learned by an applicant through non-formal education, training or experience such as but not limited to:

    • Work experience
    • Seminars, conferences, workshops
    • On-the-job training
    • Independent study
    • Training courses from NGOs, GO and other private organizations
    • Volunteer work
    • Community activities

The ETEEAP assessment framework helps applicants identify previous learning. This learning in combination is then compared to the requirements of a formal academic degree. If there is a match, the applicant is given equivalency credit for such requirements.

What are the legal bases of the ETEEAP?

Republic Act No. 7722, otherwise known as the “Higher Education Act of 1994 and with Executive Order No. 330 entitled “Adopting the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) as an Integral Part of the Educational System and Designating the Commission on Higher Education (CHED) as the Authority Responsible for its Implementation,” and by virtue of CHED Memorandum Order (CMO) No. 28, series of 2013 entitled “Policies, Standards and Guidelines for the Implementation of the ETEEAP”

Who are qualified and may apply for a degree under ETEEAP in CEFI?

The minimum qualification criteria for applicants to the accreditation and equivalency program, in addition to established Filipino citizenship, should include the following:

    1. Completion of secondary school program as evidenced by a high school diploma, or the Philippine Education Placement Test (PEPT) result equivalent to first year college
    2. Employment for an aggregate of at least five (5) years in the industry related to the academic program or discipline where equivalency of learning is sought.
    3. At least twenty-five (25) years old as supported by PSA authenticated birth certificate.

APPLICATION REQUIREMENT

For initial assessment, bring the following:

  • Accomplished ETEEAP Application Form (downloadable from ched.gov.ph/ download here)
  • Letter of Intent to avail of the program addressed to the school president (Atty. Ronaldo Antonio DV. Calayan) thru the ETEEAP Director (Dr. Karen Cusi)
  • Letter of Recommendation from present employer allowing the ETEEAP applicant to undertake the ETEEAP.
  • Comprehensive Curriculum Vitae
  • Most recent Academic Record (Form 137, High School Diploma/ TOR for college undergraduates)
  • Proof of Good Moral Character i.e Barangay Clearance/ Police/NBI Clearance
  • Certificate of Employment with detailed job description signed by the HR or employer (present employer)
  • Service Record/Certificate(s) of employment from previous employer (if any)
  • Photos at work with caption
  • Other documents, such as, but not limited to the following: certificates of seminars/trainings attended, recognition or award/s received; proof of research and community involvement, speakerships and lectures conducted, proof of membership in organization/s, and other documents or evidences of capability and knowledge relevant to the degree applied for

DOCUMENTARY REQUIREMENTS FOR ENROLLMENT

  1. Honorable Dismissal from last school attended
  2. Transcript of Records (undergraduate)
  3. Form 137 A (for high school graduates)
  4. 6 copies- (3) passport size white background) and (3) 1×1 pictures
  5. Authenticated PSA Birth Certificate
  6. Authenticated PSA Marriage Certificate (for married women)
  7. Two long brown envelopes

What procedure should an applicant follow when applying for admission to the program in CEFI?

  1. The applicant secures the application form from CEFI or downloads the form from the CHED website www.ched.gov.ph, submits the accomplished form along with the supporting evidences that establish his/her qualification for the program to the CEFI ETEEAP Center, and pays appropriate application fees.
  2. The CEFI Secretariat reviews the application, lets the applicant take the entrance examination, interviews the applicant and informs him/her in writing of the results of the review, examination, and interview.
  3. Upon approval of the application, CEFI requires the applicant (candidate) to prepare and submit his/her portfolio with the assistance of the institution’s ETEEAP Coordinator within an agreed period of time. This portfolio should include descriptions of prior experiences in the context of learning outcomes. The employer concerned should certify all experiences cited by the candidate as having been completed while in employment.
  4. Upon receipt of the portfolio, CEFI convenes a panel of assessors to conduct the evaluation. Tests or other forms and assessment instruments, e.g., interviews, actual demonstration of claimed knowledge and skills, written examination, and others that are appropriate to the candidate’s needs may be used as needed.
  5. After completing the evaluation, the panel of assessors determines the amount of equivalent credit that will be awarded to the candidate by matching the demonstrated training of the candidate with the learning outcomes and standards of the subject or course for which the candidate seeks accreditation and equivalency.
  6. A candidate assessed to be deficient in one or more competency units will be required to pursue further learning, with the assistance of a career coordinator or adviser. In this case, a learning contract that defines the learning program is executed between CEFI and the candidate. Further assessment is conducted after the completion of the learning program to determine the progress of the candidate toward meeting the learning outcomes and standards specified in the said program; and after satisfying all the learning outcomes and appropriate assessment criteria for the course, and having complied with the requirements prescribed by CHED, and the institution for completion of the course, the candidate is awarded the appropriate equivalency credit and/or degree or title.

How is assessment of an applicants’ previous and present work/life experiences related to a degree done?

Every ETEEAP applicant will be required to provide documented evidence of his/her previous learning. This documentation may include:

    • Work records
    • Academic records
    • Performance appraisals
    • Training records
    • Skills tests results

 If already taken courses from college or university, you may be awarded credit for such courses if matched with the curriculum of CEFI. You need to present your transcript of records from such a college/university.

What may be the different forms of assessment in CEFI under the ETEEAP framework?

The ETEEAP uses a variety of techniques such as:

    • Standardized tests
    • Performance tests
    • Demonstrations
    • Interviews/ simulation
    • Oral examinations
    • Work samples
    • A portfolio

What is a PORTFOLIO?

An academic portfolio is a folder of information that has been complied about a learner’s past experience and accomplishments.

It is a tool for organizing work/ life experiences into a manageable form for assessment to determine aspects that could be given equivalency or accreditation toward requirements for a degree.

Normally, a portfolio contains descriptions of learning with supporting documentation to verify learning claimed to have taken place.

It is a detailed description of one’s skills, accomplishments, training needs and career aspirations.
