BASIC EDUCATION DEPARTMENT
PARINE SA ATING TAHANAN!
The greatest element of Filipino people boasts of being a family-oriented that can never be exchanged to anything else. All our thinking, values, and religious belief systems, often begin with our Tahanan.
Through the years of teaching-learning process of CEFI, we owe to realize that we Filipinos are mythic beings. Before we see the rays of Sun to its setting, the smile of the Moon and the blinking emotion of the Stars, we stayed months of wonderful development inside our mother. And that cord that connects to our life as a baby is an allegory of relationships that every moment we move apart from our first home to any place we wanted to, we ought to search and feel the presence of a mother, in essence, the value of Ilaw ng Tahanan.
Calayan Educational Foundation, Inc. (CEFI) serves as an Ilaw ng Tahanan and her family, the Basic Education Department (BED) are our intersection. We share programs from pre-elementary up to senior high school level. We teach as we bear the inspiration of St. Rita of Casia. Through our patron saint, we always remember that teaching is a service of pure love, fidelity, and perfect joy to our students as an image of being a mother.
The CEFI-BED delivers a freedom of expression with responsibility, ensuring that our students will grasp that every action corresponds to a careful consequence. This is what it takes to sharply draw the lines among the core values which often comes blurry as learners celebrate the point of reminiscing their years at CEFI with their heads held high.
Intersection from their first to second home suffices its own essence: a way of saying “Anak, welcome to CEFI!”

HISTORY OF THE DEPARTMENT
Calayan Educational Foundation, Inc. (CEFI) is a non stock, non-profit institution founded by Drs. Emeterio, Jr. and Josefina del Villar – Calayan as a School of Midwifery in June 1973. For twenty three (23) years, the school was known as the Medical Center Lucena Educational Institution, Inc. (MCLEI) owing to the name of the hospital formerly operated by the CEFI founders.
In 1997, the institution’s preschool was opened. A year later, the high school and complete elementary programs were offered to address the growing clamor for more educational services.
To preserve the institution’s viability during the Asian economic crisis in 1998, the school metamorphosed into a private educational institution that offered complete pre-elementary, grade school, high school and other allied health college course. The Preschool and high school programs were granted Government Recognition in 1999 and the Elementary program in 2002.
CEFI has ventured further into quality assurance mechanisms. Along with the other academic programs in the institution, the Elementary and the High School programs enjoy Level II accredited status granted by the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA). The High School program is also FAPE-PEAC Accredited and is an active player in the Education Service Contracting Program of the Government.
To date, CEFI is one of the challenged schools that embraced K to 12 program implemented by the Department of Education. Through the brilliant minds of the transition team, the Senior High School program smoothly began on June 2016. The school established one of the first Senior High School programs who catered learners ranging from the City of Lucena, to several municipalities, and even beyond the boundaries of Quezon Province.
Along with the major improvements, CEFI gave rise to the Karunungan (Kru) Building, which is sophistically designed for a higher standard of learning environment. It houses the Senior High School students from grades 11 to 12, both Academic and Tech-Voc Strands.
After two (2) productive years of expansion and progress since the launch of the SHS program, CEFI brought together the Elementary, Junior High School and Senior High School programs in 2018 that created a stronger and unified Basic Education Department. As of 2019, the
Basic Education Department continues to grow and to prosper in delivering education of increasing standards in knowledge, skills and attitude as highlight of the institution’s core values: HONOR* SCHOLARSHIP* SERVICE
